If you can’t start the F12 Networking tab and constantly get the error “The network collection agent failed to start”, it could be that the collection service was disabled.
To fix this, you should start a Admin commandline and execute this command:
sc config diagnosticshub.standardcollector.service start=demand

Then close and reopen your Internet Explorer / Edge and all should work again
